Thanks to 3rd Circuit, companies are accountable for lax cybersecurity

Consumers have limited rights to recover damages in their own litigation against businesses that fail to protect their confidential information. But a ruling Monday by the 3rd Circuit gives the Federal Trade Commission authority to police corporate data breaches.
